281 area code — Houston and its suburbs, TX
The one Houston code that was briefly a place of its own: from 1996 it meant the suburbs outside Beltway 8, until the line was erased in 1999. Today 281 is one of five codes on exactly the same streets, with 713, 832, 346 and, since 2025, 621.
New numbers available in 281Area code 281 covers Houston and the suburbs around it: Pasadena, Sugar Land, Katy, The Woodlands, Pearland and League City, across most of Harris County and parts of seven neighbouring counties.
It is an overlay, not a separate region. Since January 16, 1999, 281 has shared every street with 713 and 832, joined by 346 in 2014 and 621 in 2025. A new Houston line can come from any of the five, and every local call is dialled with ten digits.

How a 281 number is built
Every North American number has four parts. Knowing where the seams fall answers most of what people ask about 281.
The code and the exchange together are the NPA-NXX: what each group of digits means.

How 281 came about
One code for greater Houston, split once, then layered five deep.
- 1947713 is one of Texas’s first codes713 is created with the first national numbering plan as one of four codes for the whole of Texas. In the early 1980s the territory around the city moves to a new code, 409, and 713 is left with greater Houston.
- November 2, 1996281 takes the suburbs713 is split along a line that roughly follows Beltway 8. Most of Houston inside the beltway keeps 713; the suburbs outside it become 281. Mobile phones that already had 713 numbers keep them, wherever their owners live.
- January 16, 1999The line is erased and 832 arrivesThe 713/281 boundary is removed and a third code, 832, is added across the whole region at the same time. From this date 713, 281 and 832 cover identical ground, and ten-digit dialling becomes mandatory for every call in the Houston area.
- July 1, 2014346 becomes the fourth codeThe Public Utility Commission of Texas announced in May 2013 that 346 would be added to the same territory. It goes into service over the three existing codes; nobody’s number changes.
- January 23, 2025621 makes fiveWith the region forecast to run short of numbers by late 2025, a fifth code, 621, goes into service over the same area — the first new Houston code in more than ten years.
Which code should you choose?
Five codes cover greater Houston identically. The codes around it are a different market.
| Code | Covers | How it reads |
|---|---|---|
| 713 | Greater Houston since 1947 | The original; the city inside Beltway 8 from 1996 to 1999 |
| 281 | The same area since 1999 | First issued in the suburbs, now everywhere |
| 832 | The same area since 1999 | Just as local, issued since 1999 |
| 346 | The same area since 2014 | Just as local, issued since 2014 |
| 621 | The same area since 2025 | Newest, with the most numbers still free |
| 409 | Galveston, Beaumont and the coast | Not Houston |
| 936 | Huntsville, Lufkin and the area to the north | Not Houston |
| 979 | Bryan–College Station and the area to the west | Not Houston |
Callers read all five Houston codes as local. 713 is the original, but a 281, 832, 346 or 621 number is just as much a Houston number.
What people get wrong about 281
Is 281 used for spam calls?
281 is spoofed for the same reason as any big-city code: a Houston number looks local to millions of people, so it gets answered. Caller ID is a field the calling system fills in, not proof of where a call started. Carriers check STIR/SHAKEN attestation, but an unexpected request for payment, a code or personal details should still be checked by calling back a number you already trust.
