How the category usually sells it
The dedicated platforms license video per user. Zoom publishes a 40-minute cap and 100 participants on its free Basic tier; paid tiers lift the cap, Business raises the ceiling to 300, and meetings larger than that need a separately purchased Large Meetings licence.
None of that is hidden. The consequence is what it does to a rollout: you decide in advance which people are allowed to host, and you pay again the first time that list turns out to be wrong.

Not on the plan alone — that tops out at 150. There is a large-meeting add-on that raises the ceiling to 1,500, listed on pricing without a published rate, so ask before you plan the event.
