When it was finally reduced in 1997 it was not cut back to a city but to a corridor — the Wasatch Front, a strip of development pressed between the mountains and the desert that holds most of the state’s population.

801 is spoofed as the recognisable Utah prefix. Its unusual history helps a fraudster: because it was the whole state’s code for fifty years, older Utahns still read it as simply "a Utah number" rather than a corridor-specific one, which widens the range of people it can plausibly appear local to. Caller ID is a display field rather than proof of origin, so an 801 on screen establishes nothing about where a call started.
